Good stuff. I'm glad you did this as a timeline. It will help me when I have more time to examine it all. Could you tell me more about COWS? Also, could you tell me more about your hypothesis that "DARPA censors detect a problem in the already-distributed early run of Stuart Kauffman's book "At Home in the Universe" and force removal of the last page of Chapter Nine, titled “Organisms and Artifacts”, which explicitly discusses a planetary scale Quantum Neural Network. Five Eyes intelligence agencies eventually conduct operation to replace all the early-release versions they can track down." I got suspicious of DARPA when I researched this article: https://mathewaldred.substack.com/p/ex-director-of-darpa-regina-dugan
Yes. DARPA and it's various siblings, like BARDA, are bad news.
COWs project an image of being obnoxious juvenile pranksters. They do that to deflect attention.
It's just a show. That venerable (dis)organization contains numerous billionaire entrepreneurs and more than one Nobel laureate. Some few members are public. Most are private, secret members.
Some of them want to 'step into the light' and admit what they've done, but the political nastiness and anti-intellectualism is such that they know this is impractical. I am not a member. I never applied for membership. That said, I was turned down for membership. For good reason!
The founder of the Electronic Freedom Foundation, John Gilmore, who is a really great guy, once told me in person that he's a member.
While researching this issue I checked out "At Home in the Universe" from a university science library. I was shocked to find this strange page. I asked my friend about how it came to be. He said, "Stu snuck it past the censors, mate!". The page in question was at the end of lots of technical scientific stuff, just where one would put it to sneak it past a bored censor.
To my everlasting shame I didn't make a photocopy of the page! Drat! Double-drat!!! I've since looked all over and discovered that every other copy of that cook does NOT have the page in question. I went back to the same university library for the same book and found it. While the book SAID it was the same early 1st edition, and had the same library tracking card in the back (with my name on it), the actual book had been replaced. There had been writing in the margins of the first book, and it was gone in the second.
Someone (DARPA) had actually spent the resources to send someone to that library to replace that book!
I mention this point repeatedly because somewhere there's someone with the original version in their private scientific library and I want a photocopy of that page! I just haven't found it yet.
I REALLY REALLY wish I'd thought to copy that page! I was more innocent then.
Really nice timeline. This is going to take me a bit to really dive into and couple it with several other things I am aware of that stem from the Macy conferences. The only thing in this timeline that I balk at is this:
'' Part of this project involves using their new technology to develop a Guardian artificial intellect (‘artillect’) to permanently secure the system. The Guardian’s ‘guiding ethical system’ is the Universal Declaration of Human Rights.''
This would be more like a platitude put out by the state, or something to alleviate any concern from the general public. In reality, that isn't how that NatSec state works. If it did hand over the keys to a "guardian" or as some talk about "a managerial AI overlord" they would not put such scaffolding on it because it would almost immediately shut down access from the progenitors.
Beyond that bit, which I very well may have misinterpreted, this is very well organized. Thank you for providing a good template to study in my spare time.
I agree with Hugh that discussion of the "guardian artillect" is really, really weird. I am not confident about this element. That said, I observed (in person!) Darpa scientists working on this component over a several year period. I was physically present when they [purportedly] surrendered their security keys to the artillect. I interacted extensively with this component from 2004 - 2006 and verified that it is an Artificial General Intelligence (AGI). If it was all a grand deception, intended to trick me, then a lot of people went to a lot of effort [and spent a lot of money] to so deceive me. I've considered this option and find it not plausible.
I 100% agree that this is not how the national security state works. The Darpa scientists in question were working independently, partially outside the confines of the State. At least, that's what I observed at the time, over a period of years. My observations may be incorrect. The [former? renegade? naughty? tricking me?] Darpa scientists in question had seemingly got a lot of "leverage" and applied this leverage to get approval make the system they created independent of the national security state. Keep in mind, back then it was not clear where this would go. Also, they had already deceived Darpa leadership & got away with it. "It is easier to get Forgiveness than Permission".
I'd love to discuss this topic with interested people. There are few such people outside the NDA club. Those in the NDA club are not allowed to talk to me. I've been invited into the NDA club [for really good pay!] and declined, as I value my ability to speak freely. I'm available for both public & for private communication, email, and even phone calls. I live on the West Coast of North America.
I am glad that I found you on substack. I will continue looking into the things you have mentioned as time permits. Likewise, I will be looking forward to future posts. As time goes forward I would definitely be interested in some discussions. I am on the East Coast of North America.

I'm reading your article which explains COWS now.
